NOTICE

On Implementation of Social – Economic Development Plans in 2014 and Targets, Missions and Solutions in 2015

 

The first part

IMPLEMENTATION OF THE SOCIAL – ECONOMIC DEVELOPMENT PLAN IN 2014

 

Implementing the task of economic and social development in 2014 in the context of the world and the domestic economy having advantages, but also so many challenges, difficulties, potential complicating factors and unpredictable developments; In the province, the purchasing power in the market is still low; product consumption abilities is slow; meanwhile weather, disease developments are complicated, etc. But with the efforts of the entire people and the community of enterprises in the province; the leadership, direction and the drastic administration of the committees of the Party in all level, the government, economic and social situation of the province in 2014 have achieved fairly comprehensive tasks and objectives.

A. ACHIEVEMENTS

I. BASIC INDICATORS

Gross domestic product - GDP (in comparison with the price of 2010) gained 7.25% (it was planned to be 7.2 to 7.5%); in which the value of agricultural and aquatic production increased by 1.82%; The industrial production index increased by 7.45%; commercial production-services value rose by 9.43%; Per capita GDP (at current prices) was 35.62 million dongs (it was planned to be VND 35 million); Economic structure: agriculture, fisheries: 14.86% - Industry, construction: 47.89% - Services: 37.25% (it was planned to be 17% - 48% - 35%, respectively); export turnover: USD 2,098 million (it was planned to be USD 2,000 million), an increase of 22.94%. Total estimated revenues of the province were VND 7,000 billion (it was planned to be VND 6,350 billion), increasing by 10.2%; including domestic revenues of VND 4,842 billion (it was planned to be VND 4,464 billion), an increase of 8%; import, export duty collection: VND 2,150 billion (it was planned to be VND 1,878 billion), increasing by 14%; revenue from sales of lottery: VND 8 billion (it was planned to be VND 8 billion).

The rate of natural population growth was 0.91% (it was planned to be less than 1%); the poverty rate was 4% (it was planned to be 4.5%); the percentage of workers trained was 52% (it was planned to be 52%), creating new jobs was 20 thousand workers (it was planned to be 20 thousand workers); the percentage of communes meeting the national standards for health care services was 40% (it was planned to be 40%); The cultural villages, areas and families are 84% (it was planned to be 83%), 87%, respectively.

II. ECONOMIC DEVELOPMENT

1. The agriculture and new rural construction

1.1. Agriculture-fishery production was adversely affected by unfavorable weather, early spring with extremely coldness in long period, harmful worms for crops, bird flu happening in Dai Dong commune, Van Lam district; Winter crop production was affected by Typhoon No. 3, heavy rain accompanied by strong winds to cause over 22,000 hectares of rice and hundreds of hectares of fruit trees and vegetables falling down. Thanks to the efforts of the local people and drastic directions and concerns of the authorities in all levels and sectors, the agriculture remained as it was in the harvest year. The value of estimated agricultural - aquatic production was about VND 10,762 billion, increasing by 1.82% compared with that in 2013; of which: agriculture and aquaculture increased by 1.56%, and 4.55%, respectively.

Total annually cultivated area was 107,801 hectares, making up 99.07% of the plan, reducing by 918 ha. The rice area was 78,962 hectares, making up 97.77% of the plan, average annual yield was 62.01 quintals/ha/harvest, accounting for 99.73% as compared with that in 2013, the output was 490 thousand tons, accounting for 97.50% . The area of high quality rice was ​​45,182 ha, accounting for 57.21%. The area of maize was 8,993 ha, increasing by 7.32% compared to that in 2013, the estimated yield was 56.37 quintals/ha, increasing by 2.85 quintals/ha with an output of 50.7 thousand tons, an increase of 10.38%. The area of ​​annual industrial crops was 2,967 hectares, an increase of 110 ha; Soybean: 19.59 quintals/ha, yield: 3,948 tons. Longan yield: 32,090 tons; bananas: 35,600 tons, increasing by 9.03%; oranges, tangerines: 32,500 tons, an increase of 2.15% compared to that in 2013.

There are 41 thousand buffaloes, cattle, increasing by 1.71%; 589 thousand pigs, increasing by 2.35%; 8.5 million poultry, an increase of 1.41%. Production of slaughtered meat was 129,315 tons, increasing by 2.96%, while pork was 101,800 tons, increasing by 2.48%. Aquaculture area was ​​4,385 hectares and the yield was 32 thousand tons, increasing by 5.2% compared to that in 2013.

Agricultural production was directed and interested by the authorities in all levels and sectors and the province’s budget spent VND 46.4 billion to support the investment in agricultural production. Creating Make positive changes in variety structure and cultivating time, in 2014, 487 hectares of low-yield rice were converted into vegetables and fruit trees and aquaculture with higher economic efficiency. Promoting transfer and application of science and technology in production brings economic benefits. The projects, the plans are implemented to support and improve the productivity of rice seeds, varieties of crops and livestock with high quality of Hung Yen province in 2011-2015; deployment of models of new advanced scientific and technical application in rice cultivation and productive models for high efficiency such as the models growing pumpkins, cucumbers; the models leasing the lands for soybean, sticky corn; The scheme restructures the agricultural sectors towards higher added value and sustainable development. Regular monitoring, forecasting situations and timely prevention and fighting harmful worms on crops; Breeding Livestock and aquaculture growth have increased in both quantity and yield; the prevention and control of disease in livestock and poultry is done synchronously and efficiently. The economy based on farms, villages, handicraft industries has developed relatively. There were 635 new standard – based farms throughout the province, contributing to creation of jobs for local workers, increasing income for local people.

Implementation of upgrading, improvement and construction of 15 irrigation schemes, including 5 pumping stations; repairing and dredging 74 km of canals, clearing the flow, operating and managing the irrigation system properly; Preliminary summarization of implementing the resolutions of the Provincial Standing Committee of the Party and the plans of the Provincial People's Committee; the local authorities have actively check, treat and clear the violated irrigation works; the province has handled and cleared 1,290 cases of violations against the irrigation schemes, making up 21.3% of the total number of violations; proactively developing plans and implementing prevention of storms, flood and securing the system of dikes and embankments in the flood season.

12. The local authorities in all levels and sectors in the province focused in leadership, direction, organization and implementation meanwhile the local people positively supported the Program of new rural construction. During the year, the associations in all levels have organized more than 1,000 promotional days for about 150 thousand turns of people, encouragers, the people donating about 97 thousand of square meters of land in toll, contributing more than VND 26.7 billion and thousands of working days to build a new countryside. 10 training courses were held in 10 districts and cities for nearly 1,500 cooperative staff in the agriculture service to promote the organization of production, accelerating the progress of organizational production criteria and income. These associations have collaborated with the localities to hold 519 training courses for 44 thousand members. Total expected investment capital for new rural construction was about VND 18,129 billion; in which the budget from the Central Government for the locality was VND 399 billion and the locality’s budget was about VND 440 billion (including VND 70 billion for cement procurement), meanwhile the mobilized capital from enterprises and economic organizations was VND 540 billion, VND 4,500 billion was contributed by the local people, credit loans for rural development was VND 11,900 billion, the capital mobilized from other sources was VND 350 billion to invest and upgrade infrastructure, to develop production, to improve the living standards of the local people. The province has invested nearly 132.7 km and upgraded 135 km of rural streets. 328 new preschool classrooms and schools were built, and 27 cultural works were built, 12 medical clinics of the communes, etc were upgraded and improved. The communes have actively developed their production, diversification of rural industries and poverty reduction. It is expected to reach 13 new rural criteria/commune in average by the end of 2014; in which, about 20 communes which basically reached 19 new rural construction criteria

2. Industrial production and construction

Despite many difficulties in industrial production, it was still growing relatively. The index of industrial production was estimated to increase by 7.45% compared to that in 2013, while mining rose by 9.71%; processing, manufacturing increased by 7.36%; production and distribution of electricity increased by 13.41%; water supply, operations management, sewage and garbage treatment rose by 6.12%. Some products increased significantly as: pastas of all kinds: increased by 14.35 %; clothing of all kinds: increased by 14.11%; rolled steel of all types: increased by 13.62%; Packaging and paper bags: increased by 13.42%; animal and poultry feed increased by 10.92%; natural sand rose by 9.71%.

Investment attraction activities have achieved positive results, especially in attracting Foreign Direct Investment, an increase of 1.95 times in term of the number of projects, increasing by 2.62 times in total registered investment capital compared to that in 2013. In 2014, 86 projects (45 domestic projects with total registered capital of VND 3.67 thousand billion and 41 foreign projects with total registered capital of USD 300 million) were added to increase the total investment projects in the province to 1,172 projects (872 domestic projects, 300 foreign projects) with total registered capital of VND 70.64 thousand billion and USD 2.79 billion. There were 65 projects put into operation, increasing the total number of projects put in operation by 740 projects, handling the regular employments to over 12 thousand workers.

Operations of the enterprises in the province were facing with so many difficulties, high production costs, low efficiency in production and business, insignificantly improved purchasing power of the market. In 2014, there were 527 newly established businesses (reducing by 5.6% compared to that in 2013); 38 currently dissolved enterprises (increasing by 52%); 22 suspended ones (reducing by 12%). Up to now, 4,638 out of total 5,936 registered enterprises have registered their business on the system of national business registration information, making up 78.5%; 984 suspended enterprises without tax code closure, making up 16.5%; 84 suspended enterprises without tax code closure, making up 1.4%; 208 suspended enterprises in limited time, making up 3.5%.

The State’s management in the field of construction activities has been enhanced. The urban development program of My Hao district and Hung Yen city was implemented actively. The approved program on housing development, urban development programs of the province has been completed; master plan for construction of Van Lam district, Van Giang district; construction planning of expanded Pho Noi A Industrial Park; planning for Pho Hien University area. The decision recognizing My Hao urban area reaching grade IV urban standard was submitted to the Ministry of Construction. It is focused on removing difficulties, continuing to quickly implement projects on construction of market infrastructure, urban areas, civil expansion , resettlement projects, creation of funds for new rural construction

3. Trade and service

The estimated production value of trade and services was VND 16,167 billion, increasing 9.43% compared to that in 2013; total retails (at current prices) reached VND 18,527 billion, increasing by 10.85%. Many measures were implemented to boost trade promotion activities and trading-services: the trade fairs were held to introduce, promote commercial products in the districts and cities; ecommerce programs and the trade promotion activities were organized in 2014; The 2014 Red River Delta – Hung Yen Trade & Industry Fair plan was organized; strengthening inspection checking, market management to prevent speculation, trafficking of prohibited goods, contraband, counterfeit goods and commercial frauds. Preventing from shortage, scarcity of goods to cause higher price, protecting the consumers’ interests; In 2014, consumer demands grew slowly with the significant focus on essential consumer goods. Estimated annual consumer price index increased by 4% compared to that in 2013

 The imports and exports continued to develop fairly with quick growth export value. Estimated export turnover was about USD 2,097 million, increasing by 23% compared to that in 2013. The main export items such as footwear in all types: USD 93 million, increasing by 22.94%; garment and textiles: USD 882 million, increasing by 16.82%; electronics: USD 184 million, increasing by 0.18%; Other goods: USD 846 million, increasing by 34.71%. Import turnover was USD 2,812 million, increasing by 16.23%.

4. The operations of finance and currency

4.1. Revenues and expenditures of the budget:

In the context of slow economic recovery, production and business of enterprises have faced with more difficulties; and the Government’s solutions to tax support, extension of tax payment deadline, incentives, tax exemption and reduction were offered to support the enterprises, reducing the budget and revenues of local government. Total estimated revenues in the province were about VND 7,000 billion, increasing by 10.2% in comparison with the plan. Of which: domestic revenues were VND 4,842 billion, increasing by 8% of the allocated budget, including: VND 200 billion collected from the state-owned enterprises in the locality, making up 89% of the cost estimate; VND 1,320 billion from the enterprises with foreign investments, making up 150% of the cost estimate (in which, VND 313 billion were the land lease paid wholly by Thang Long II Industrial Park Co., Ltd in the project’s time of 44 years); VND 1,840 billion from the non-state economic sector, making up 100% of the cost estimate; VND 410 billion from individual income tax; accounting for 114% of the cost estimate; VND 650 billion from the collected land use fee; making up 84% of the cost estimate; VND 60 billion from environment protection cost, accounting for 82%; VND 25 billion from fee and charge collection, making up 119%. VND 2,150 billion from imports and exports, making up 114% of the cost estimate and VND 8 billion from lottery sales, accounting for 100% of the cost estimate

Implementation of the Directive No. 25/CT-TTg dated August 13th, 2014 of the Prime Minister, the competent authorities in all levels and departments of the province have strengthened their management and direction to carry out the missions on strictly controlling, saving and effectively, properly using the State’s budget- financial resources in 2014 under regulations. Total estimated local budget expenditure was VND 6,430 billion, increasing by 18% compared to the cost estimate in the early year. Of which, investment and development expenditures were VND 1,885 billion, increasing by 32%; regular expenditure was VND 4,486 billion, increasing by 13%; spending VND 53 billion for national target programs, increasing by 16%; additionally spending VND 1 billion and VND 105 billion for financial reserve and the budget reserve, respectively. The budget was higher than it had been expected due to additional allocations from the Central’s budget to support electricity, additional benefits under the regime for the objects covered by social protection, compensation for tuition fee exemption and funds to purchase health insurance for children under 6 years old, carrying the sources of 2013 to 2014.

4.2. Credit and banking:

The management of currency, credit, foreign exchange market, gold trading activities was promoted. Although the ceiling deposit interest rate decreased, the growth rate of the mobilized capitals is relatively high. Total capitals of credit organizations by December 31st, 2014 were expected to be VND 37,800 billion, increasing by 20% in comparison with that in 2013. Of which, locally mobilized capital was VND 28,600 billion, increasing by 20.1%. The outstanding balance continued to decline in the first 3 months but it has just grown since April up to now. Total outstanding balance by December 31st, 2014 was VND 32,183 billion, increasing by 19.8% in comparison with that in early year. Of which: long – term and medium- term loans increased by 32.2%, making up 29% of outstanding balance; short-term loans increased by 15.4%, accounting for 70% of outstanding balance; loans offered to agriculture and rural development increased by 9.6%, making up 40.3% of total outstanding balance; loans offered for export operations increased by 17.2%. Bad debts made up about 2.43% of total outstanding balance

5. Investment and Development

Total estimated capital mobilized for the investment in social development was VND 22,309 billion, increasing by 13.44% in compared with that in 2013; of which, the State’s investment accounted for 19.4%, non-state’s capital made up 55.3%, foreign invested enterprises were 25.3%.

In the year, the province has actively directed inspection and urged the units and agencies to review and accelerate the execution progress of projects, works with the focus of capitals in urgent and key works for economic development and social welfare. Total investment capital in developing the state’s budget and government bonds in 2014 was VND 2,680 billion; of which the state’s budget was VND 1,885 billion, increasing by 31.9%; the Government’s bonds were VND 875 billion. Performed volumes were about VND 2,708 billion meanwhile the offered fund was VND 2,680.5 billion (including the carrying funds from 2013 to 2014). In 2014, 125 projects were completed and put into use and the Center for Conference of the province was completed.

The province has seven programs and projects using ODA, including projects controlled by the ministries, the central agencies and local authorities, focusing primarily on such areas as the construction of irrigation works; water supply, environment protection; land management; comprehensively socio-economic development of Hung Yen City; construction of rural traffic infrastructure. The projects have been actively implemented by the local authorities in all levels and departments. However, some projects were developed lowly, arising with difficulties and challenges. It was planned to attract VND 133.5 billion of ODA in 2014 and the quantity of implementation and disbursement was VND 150 billion by December 31st, 2014, making up 112% of the plan

6. Environmental resources, science and technology

The State’s management on the resources and the environment has been strengthened. In the year, it has focused on directing, amending and supplementing the legal documents in the given authority as stipulated by the Land Law in 2013; completing the planning and schedules on land use on the districts and cities; strongly enhancing the work of management and change in agricultural lands at 93 communes in 10 districts and cities, of which 19 communes were distributed with outside fields of 4,439 hectares, accounting for 87.12%, to 26,818 households of farmers for production in the spring season of 2014. 12 hectares of redundant land in a residential area in 120 communes and towns were treated actively to collect VND 69 billion. The Resolution No. 11 of the Provincial Committee of the Party and the Action Program of the Provincial People’s Committee on environmental pollution was implemented strongly to gain some key results: 15 out of 20 facilities installed the medical waste incinerators; 7 out of 20 facilities constructed the medical liquid waste processing system; 2 out of 6 serious pollutants completed their comprehensive processing measures; 4 out of 6 facilities reduced their environment pollution; 6 pollutants were listed and recommend to be treated. The models of waste collection, classification and organic waste treatment in the households and the patterns of domestic waste collection were implemented effectively. 7 dump sites meeting requirements were construction and 13 places for waste collection; VND 47.5 billion was supported to collect, transport and treat waste; 1,052 Biogas tunnels were built additionally to raise the total number of current tunnels to be 5,944 tunnels. The self-governed public cleaning teams have operated more efficiently. 15 more public cleaning teams in villages, hamlets were establish to raise the number of villages with self-governed teams by 815 villages, 417 villages with places of waste collection and satisfactory dump sites; 02 communes of Van Giang district established the agricultural service cooperatives, including the environment services. The mineral and water resource exploitation in the province has been enhanced.

Measuring, drawing the cadastral maps for 9 out of 10 districts, cities. The province has currently measured and drawn the cadastral maps to 150 out of 161 communes, towns with the area of 67,864 hectares, making up 73.3% of the natural land area of ​​the province. The land database of Khoai Chau district and Hung Yen city was constructed and completed and the work was in-progress in 4 districts namely Cu Cu, Tien Lu, Kim Dong and Yen My. The procedures of notice on land recovery were well fulfilled to 49 cases, over the area of 89.47 hectares; deciding the land transfer, land lease and land use transfer to 1,165 domestic organizations, households, individuals with total area of 138.7 hectares, to 03 foreign organizations leasing 12.36 hectares of land; change in the agricultural land use purpose into the non-agricultural land of 39.23 hectares. Withdrawing lands of the 13 projects without demands on investments or with inefficient investments to transfer the area of 25.38 hectares to the others; Implementing the survey projects, identification of prohibited areas, or those with prohibited mineral exploitation operations in Hung Yen province.

The research and application of science and technology continued to be promoted strongly, contributing significantly to the socio-economic development of the province. 36 topics, projects were implemented; the conferences on acceptance, summary for 22 projects, subjects, science and technology tasks have contributed positively in economic restructuring of agriculture and higher income for producers as well as applied projects and subjects: industrial production and processing the hidden medicinal materials, the models of intensive productivity for early ripening hybrid litchi at Phu Cu district, growing high quality flowers at Van Giang; production and development of the rice seed with high yield and quality; breeding and artificial reproduction of square-head climbing perch (SHCP); construction the model of biological sand stuff in breeding livestock and poultry. Organization of 26 training courses on technology and science transfer to over 2,000 turns of people; construction of 12 models demonstrating application of new technologies into production; The management of metrology standards and administration of technology, radiation safety and intellectual property were strengthened. 31 administrative agencies and 10 districts and cities have completed and maintained application of ISO 9001:2008 quality management system. 49 investment projects in the locality were investigated in term of technology. 7,347 testers and devices were tested, of which 146 were discovered to be dissatisfactory and removed, making up 2%. The Certificates of Tests, stamps for verification were adjusted, tested and issued to 7,201 testers in all types, including 3,483 electric meters, 263 fuel measurement equipment, 701 weights, 300 taximeters. 215 facilities in connection to production, trade on goods, gas and petrol, radiation products were tested and VND 53 million was fined.

7. Transport

The State’s management of transport is improved. The transport infrastructure continued to be more interested and invested to meet the travel demands of the local people, creating favorable conditions for cargo transportation, contributing significantly to the social- economic development of the province. Many national highways, provincial streets and rural transport system have been continually implemented, improved and upgraded, namely the left Red River dike path, the 200 street, NH39, passing Hung Yen Section Project (from the Entrance Gate of the city to Doc Suoi and tributary stream from Doc Suoi to Dinh Dien T-junction) the was completed and put into use. The rural transport 3 projects were continually implemented and completed.

Directing and strongly and effectively handling oversize, overload vehicles to gradually put the transportation operations into a good order. Management of streetway, waterway, especially management of passenger transportation operations were more interested; estimated cargo volume was about 19.7 million tons, increasing by 5.03%; rotary commodity was 723.4 million tons/km, increasing by 6.56%; transported passengers were 9.3 million, increasing by 5.07%; rotary passengers were 576.7 people/km, increasing by 5.6% in comparison with that in 2013. The inspection and handling of violations in the field of transport was enhanced. In the year, 199 cases were sanctioned for their administrative violations with total fines of VND 700 million; certificates of business registrations of 09 passenger transportation enterprises with coaches in fixed routes were withdrawn; the certificates of drivers with limitations were revoked for 36 cases, 12 public stations, 12 dissatisfactory means in waterway were suspended as stipulated. The driving license issuing, registration of cars were adjusted meanwhile 1,370 drivers’ health in the province were checked up. 11 drivers with positive drug testing results were discovered and deleted from the list. Traffic and transportation have developed meanwhile traffic accidents have reduced in 3 criteria but they are in high level: 194 cases (reducing by 1 case), killing 135 people (reducing by 4 people) and causing 129 people injured (reducing by 2 people).

III. REGARDING THE CULTURAL SOCIAL FIELDS

1. Education and training

Education and training have achieved many positive results. Education and training were renovated basically and comprehensively. The comprehensive education quality was maintained meanwhile the ethics, lifestyle education for pupils was interested, reducing the rate of dropout, increasing the rate of secondary school graduate by 98.9%, increasing the rate of high school graduate by 99.8%, 39 excellent students with national prizes, of which 6 second prizes, 14 third prizes; successful students in the entrance exams to universities and colleges were 41.18%. It was ranked the 6th and the 4th province in universal preschool education for 5 -year- children and 2- level primary school education, respectively. The schools’ infrastructure has been enhanced. More than 328 classrooms were constructed, increasing the rate of firmly constructed high-rise classrooms by 84.8% (of which, kindergarten, primary schools, secondary schools, high schools, regular education centers was 69.7%, 90.6%, 94.6%, 89.2%, 73.7%, respectively). 159 semi-public kindergartens were changed completely to public ones. Socialized education work was enhanced and initially effective. Construction of national standard schools was interested. In the year, 21 schools were recognized, increasing the total national standard schools of the province by 244 (of which: kindergarten, primary schools, secondary schools, high schools were 49, 117, 67 and 11, respectively).

2. Medical services, Population and Health Care for the local people

Medical services, Population and Health Care for the local people continued to be strengthened. Health check and examination quality in the grassroots levels was gradually improved. The health check and examination offered to those with medical insurance cards, under-6- year- children, preferential objects were more interested. Medical prevention and supervision of the infectious diseases were performed regularly, timely guidance to prevent and control the epidemic of measles happening in 10 out of 10 districts, cities and other dangerous diseases like hand-foot-and-mouth disease, dengue, encephalitis, human influenza pandemic, minimizing children death caused by measles. The target national medical programs were implemented timely and effectively. The State’s management on medical affairs, private pharmacy, cosmetic surgery was improved in line with the regulations. The investments, use of medical equipment, management of social diseases, food safety and security were adjusted and further tested.

The population and family planning works were remained. The rate of natural population growth was 0.91%. The services improving the quality of population, screening prenatal and neonatal rates, adolescent and adolescents health counseling were concerned. The proportion of pregnant women with prenatal examinations reached over 98%; 33 cases of obstetric catastrophe were timely treated to cause no death. The activities of the Red Cross Association, blood donation were promoted. 200 wheelchairs were offered to the disable.

3. Culture, Sports and Tourism

The cultural, sport and artistic activities were closely associated with the political tasks, celebrations of major holidays of the country and of the province. It organized the specialized shows of “the Southern Liberation Day for the National Unification”, “The President Ho Chi Minh with constructing and reorganizing the Party”, “45-year implementation of the testament left by the President Ho Chi Minh” and displays of artifacts, photographs, introduction to the books on sovereignty of the islands, contributing to strengthening the dissemination, meeting the spiritual demands of the local people. Continuing to promote the "Studying and following the moral example of Ho Chi Minh", the implementation of a civilized lifestyle in weddings, funerals and festivals. The movement to build a cultured life at the grassroots level was further concerned with many diverse forms, associated with building a new countryside, the cultural villages and districts reached 84% meanwhile the cultural families were 87%. The cultural performances, the contests of folk singing, opera singing, cultural exchange and playing films were held excitingly in the province. Propaganda and encouragement were carried out by mobile vehicles in 39 turns; thousands of square meters of panels, staging posters, 5,650 banners for propaganda purpose were created; 485 days were spent in playing films and over 700 days for art performances. The management of the festivals was concerned to ensure they were held happily and healthily. The General Secretary Nguyen Van Linh Monument Construction Project was completed.

The movements of sports and gymnastics continued to be maintained and developed. The 7th Sports & Gymnastics Festival was held practically and efficiently. The mass sports movements have been strengthened and as the result, the number of people, families practicing sports continued to rise up. The high achievement sports had more positive changes. The recruitment, training and retraining for 200 athletes in 15 sports had been completed; the women's Volleyball team was interested and invested so they played with their best efforts to gain high achievements and to be promoted to the strong level nationwide. It participated into the 12 national sports tournaments, winning 51 medals, including 14 gold medals. The province’s tourism potential communication, propaganda activities were strengthened on mass media; tourism promotion and management of travel agencies were boosted; turns of tourists to Hung Yen were 320,000 people, increasing by 11%, of which over 4,000 turns were international visitors.

4. Labor, Invalids and Social affairs

The workers, employment and vocational trainings have more positive turnaround. The trainings on the Labor Code were provided and the concerned documents were distributed to over 400 employers and the representatives of the workers. The scheme of vocational trainings for rural workers was actively implemented, promoting training and employment assistance, development of production; holding 20 working sessions with the participation of 500 turns of enterprises, providing consultancy on employment to 17,000 employees, of which 25% of workers were employed directly. 45 thousand of workers, of which, over 3.3 thousand were rural workers were provided with vocational trainings. The proportion of estimated trained workers was 52%, of which the proportion of trained workers was 38%. Twenty thousand workers were provided with a job, reaching 100% of the plan, 2.8 thousand of workers were exported, making up 93% of the plan; 943 workers were resolved to have a job from loans. The province-level excellent teacher contests, the vocational training competitions, national skilled competitions were held and the response to the national week for occupational safety, fire prevention was launched with the participation of over 500 thousand of workers.

The special regimes, policies for the credited people were secured and the shortcomings, difficulties for the beneficiary objects were handled significantly. Arranging the President’s visits to offer the gifts to 37,077 credited people and families, granting gifts of the province to 37,743 people on the occasion of the Lunar New Year and the Day of the Invalids and Martyrs on July 27th. The special regimes, policies were provided to 28 thousands of the devotees and their relatives, including nursing organizations for 10 thousand people. A ceremony was held to honor and award the noble title of “the Mother of Vietnamese Heroes” to 583 mothers, in whom 86 mothers were granted and 497 mothers were offered posthumously to increase the total Mothers of Vietnamese Heroes of the province by 1,786. Following the House Offering Program to support the devoted people, 651 houses have been being built and 331 houses have been repaired with total amount of almost VND 41 billion.

Effective implementation of the target national program on poverty reduction, the Law on the Disabled people, the activities for the elderly; Trainings and improving the capacity of poverty reduction in 10 districts and cities; supporting, visiting and offering gifts to the 17,043 poor households, 70,947 elderly and 608 objects of concentrated social protection; approving and issuing the health insurance cards to 30,325 poor and near-poor households (76,840 people); organizing the Ceremony launching the Action Month for Children and the Children Forum in 2014; training 300 parents for the children protection and care skills; making the screened examinations to 109 disabled children, supporting in the surgeries to the 30 children, providing with unexpected supports to 467 children with extreme difficulties, poor children overcoming difficulties by offering VND 684 million; granting scholarships, support, visits, gifts and other forms of aids to over 18 thousand turns of children on the occasion of Tet holidays, public holidays; launching pilot detoxification models in 3 communes.

5. Communication and Media

The network and Post and Telecommunications services have been expanded with higher quality to meet the increasing demand of the local people. The applications of information technology have further deployed widely, especially for the management, control and supply of public services of the State’s competent authorities. The press activities act correctly under the given principles and purposes, timely convey the policies, guidelines of the Party, legal policies of the State, supply sufficient information on the foreign relations and social – economic development to the local people. The working infrastructure, equipment of Hung Yen Newspaper and Hung Yen Radio and Television have been further upgraded and invested.

The management of information and communication has been increasingly strengthened, especially in the management of frequencies of radio and Internet services. 64 dealers were tested and inspected, of which 52 Internet agencies were fined with VND 34.8 million for their violations; 6 units were punished with VND 24.5 million for their violations of use of radio frequencies. Supply and use of services have been adjusted and gradually put into a good and legal order thanks to the said inspection and tests.

IV. THE FIELDS OF NATIONAL DEFENSE, SECURITY AND INSPECTION, JUSTICE, ENFORCEMENT OF CIVIL JUDGMENTS AND ADMINISTRATION REFORMS

1. Strengthening the national security work, homeland protection strategies, prevention and fighting of crimes in the new situation in the province; improving the quality and effectiveness in protection of the State’s secrets; deploying the plans associated with traffic safety control, the plans on prevention and fighting of crimes, drugs, fire, and emergency rescue; proactively preventing the incitement activities to cause no demonstrations, disturbing the public security and order in connection to the China people’s illegal placing Hai Duong 981 rigs in the exclusive economic zone of Vietnam in the South Sea; The prevention and fighting of crimes and public security and order control have been improved. The crimes on social orders increased in term of the number of thefts of property, but of murders decreased (32.5%), robbery of property decreased (25.9%). Inspectorate has conducted 177 administrative inspections, issued 86 conclusions; 105 out of 194 inspected units offended; their violations were mainly in the financial sector, investment in civil construction. Through inspection, it was recommended to treat VND 5,115 million and recover VND 1,951 million. 124 specialized inspections were carried out and 1,059 objects were inspected, tested (of which 448 were individuals, 611 were organizations); violating organizations and individuals were 470; 343 decisions on administration violation sanctions were 343 with total fines of VND 1,595 million.

The management authorities in all levels and sectors in the province have regularly paid attentions, directed the client reception, settled complaints and denunciations in the province and many cases are resolved through client reception, explanations without an administrative decision. The Provincial People’s Committee has directed the Provincial Inspectorate to provide consultancy and effectively implement the regulations on the prevention and fight against corruption; 12 classes on propaganda, publicity and legal education on the prevention of corruption were provided to 1,587 cadres, civil servants and the people involved. Agencies, organizations and units in the province have to seriously implement solutions to preventing and combating corruption such as change in the positions, declaration of assets and income, administrative reforms, salary payment through accounts,... The prevention and fight against corruption, wastefulness and saving practices were enhanced, thereby enhancing the sense of responsibility and ethics of officers and employees in performing official duties. The State’s religion administration was interested and focused by the competent authorities in all levels. Emulation and making efforts for rewards and compliments as well as archives comply with the provisions of law.

Overall assessment: in 2014, the Party and the local people in the province have made the best efforts, with so many positive measures, to perform comprehensively and successfully fulfill the objectives and tasks set out; economy still grows; Industrial production continues to be recovered, index growth is good; in term of agriculture, it is still the relatively comprehensive harvest year; trade – services, investment attraction increases significantly; the credit banking operations have achieved higher results than others in the nation; economic structure has shifted positively; the cultural and social sector and social security have been fruitful. Administrative reform, handling complaints and denunciations, prevention and fighting of corruption, saving practices and prevention of wastefulness have been interested. The national defense is secured. Political security, social order and safety are maintained. The crime and evil prevention and fighting works are strengthened.

B. LIMITATIONS, WEAKNESS AND CAUSES

1. The limitations and weaknesses

- Conversion of agricultural production patterns, particularly the restructuring of crop and livestock varieties also has drawbacks, there are many varieties of rice; consumption of industrial products faces is also difficult; trade and services are still small, single and lowly competitive

- Revenues from land use are low; credit supply to the economy is still facing with difficulties and many potential risks are found in bad debts

- The land and field change, issue of the Certificates of land use right, handling the cases of illegal occupation of lands, public transport corridors, irrigation, environmental violations, handling of redundant land in some districts have not been executed fiercely, frequently and thoroughly.

- The Program of new rural area construction has been implemented inactively, depending on the management’s budget, applying unsuitable measures, using inflexible evaluation and identification of criteria meanwhile the directions in some places have not been interested properly, deeply, strongly.

- Site clearance of some works, projects in the province faces with difficulties and challenges. The implementation progress of some traffic, irrigation works, and urban projects is lows. Some ODA projects facing with difficulties in administrative procedures are handled. Key works, projects in the province, basic construction projects, industrial production projects are implemented slowly with long-lasting construction time.

- The situation of additional education and trainings for extra incomes still exists; The quality of heath examination and treatment, especially the medical staff’s attitude has not improved. The 3rd child and rate of gender imbalance remain high

- The fire, explosion prevention and protection is limited, some facilities have not pay full attentions and strict management to cause fires happening in the locality and to significantly damage the property. Traffic accident situation remains complicated and the rate is still high.

            - The monitoring and treatment after inspections are not thorough meanwhile the quality of some inspections are limited. Detection and treatment results of prevention and fighting against corruption have been insignificant.

- Despite many attempts, the administrative reforms have still not been satisfactory; the departments, district People’s Committee have not really focused on regularly directing the administrative reforms; evaluation and grading of officials and civil servants are not realistic; sense of responsibility on a part of officials and civil servants is not high, there are disturbing manifestations; the settlement of complaints and denunciations in all levels still remains shortcomings.

2. The cause of the limitations and weaknesses

Objective reasons:

- Due to a number of the State’s mechanisms and policies which are not issued timely and inconsistencies; unstable land policies; complicated processes and procedures requiring time consuming, affecting the progress of land acquisition and implementation of investment projects;

- Resources for economic development and social security are limited while demands are large, unbalanced enough to affect the implementation of goals and tasks of social economic development of the province;

- The real estate market recovery is slow, while the Government has a policy to exempt or reduce, defer some taxes.

Subjective reasons:

- Some agencies, local authorities are not proactive, lack of determination in implementing the assigned tasks, still depending on the superiors;

- The quality of growth, the competitiveness of our province's economy is not high meanwhile the development is not deep, unsustainable, and vulnerable as integration with the world economy;

- Most of the enterprises in the province are small and medium-scale with medium management and technology level, ability to adaption to fluctuations, limited crisis;

- In some industries, local authorities are not really interested in directing and solving the disagreements on legal land encroachment, pollution, traffic accidents, social evils and victim complaints and denunciations;

- Propaganda, dissemination and education to raise the awareness of law compliance are improved but they are not interested properly and the solutions have not been practically to cause low effectiveness.

The second part

OBJECTIVES AND TASKS AND SOLUTIONS TO ECONOMIC - SOCIAL DEVELOPMENT IN 2015

2015 is the last year to carry out the 5 - year economic - social development plan in the period of 2011-2015. According to the forecast, although the domestic economy will continue to recover with growth rates, economic structure is shifted positively, the service sectors are focusing on developing. However, besides these advantages, there are also many difficulties and challenges; the limitations and weaknesses of the slowly recovered economy, the real estate market remaining sluggish; completely unresolved bad debt; low quality of growth and public investment. In addition, natural disasters, floods, epidemics are complicated and unpredictable, which cause significant impacts to social - economic development of the province.

I. OBJECTIVES

1. Overall objectives

To accelerate implementation of programs, schemes and to ensure reasonable economic growth; rapid structural transformation, the pattern of agricultural production and the progress of the construction of economic - social infrastructure; implementation of the Target National Program on new rural construction; focusing on solving difficulties and creating favorable conditions for enterprises to develop production and business; successful implementation of social security, social welfare targets and improving the local people's lives. Rational and efficient use of resources; creating a visible change in handling land encroachment, breach of irrigation, transportation works, dikes and environmental pollution; Strengthening of administrative reforms and prevention of corruption and wastefulness; Securing national defense, political security and social order and safety.

2. The main targets

Gross domestic product (GDP) grew by 7.5%, in which the value of agricultural-aquatic production, industrial production index and services increased by 2.5%, 8.0%, 9.5%, respectively. Economic structure of the agriculture, industry, construction and services made up 13%, 49%, 38%, respectively. GDP per capita reached VND 39.5 million. Export turnover reached USD 2.4 billion. The revenues from tax and charge collection in the province were VND 7,200 billion, of which domestic revenue was VND 4,840 billion and the revenues from imports and exports were VND 2,350 billion. The total local budget spending was VND 5,948 billion, while development investment spending was VND 1,390 billion and regular provision was VND 4,343 billion.

Improving the quality of the population, reducing gender imbalance at birth, remaining the rates of natural population growth by less than 1%; the poverty rate of 3.2%; creating new jobs to 18 thousand workers; the proportion of trained workers was 54%, while the proportion of trained workers was 40%; building 25 national standard schools; the percentage of communes which were recognized to gain the national standards on health care was 60%; proportion of the cultural villages, areas was 85% and the rate cultural families was 89%.

II. DUTIES AND MAJOR SOLUTIONS

1. Organizing and implementing effectively the Resolution of the Government, the Provincial Committee of the Party and the Provincial People’s Council by the key measures in the direction and implementation of the tasks of economic - social development and the State’s expected budget in 2015 State of the Province. Actively building the economic - social development plan and 5 –year medium-term public investment plan from 2016 to 2020 to ensure the quality, effectiveness, and consistency with the reality of the province

2. Continuing to promote development of agriculture, farmers and rural areas; implementation of the mechanisms and policies to encourage enterprises to invest in agriculture and rural development under the Decree No. 210/2013/NĐ-CP; boosting the conversion of the rice with low income to the generalized growing patterns; effective implementation of the Scheme Agriculture Sector Restructuring towards higher added value and sustainable development; The program on supporting the plant varieties and animal breeds, especially the varieties with high economic efficiency, improved quality of buffalo, cows, pigs and aquaculture farming associated with safety and disease surveillance; the Scheme on creating rice seed, plant varieties and animal breeds in Hung Yen province in period of 2011-2015. Effectively performing the rice field accumulation work; Proactive prevention, and control of floods, storms; Resolutely handling violations against and encroachment of the irrigation works.

Accelerating the implementation of the target national program on building new rural areas, it was expected to have approximately 35-37 rural communes meeting new criteria in 2015 meanwhile the remaining communes strived to meet 2 to 3 more criteria; Entire province reached 14.5 criteria/commune in average. It is advised to issue the mechanism to integrate the funds to increase investment in infrastructure, agriculture and rural development. Continual use of the funds from the land use to buy cement for investment in local street construction of the villages to build the rural traffic infrastructure and to accelerate the movements of all citizens to join hands in building a new countryside.

3. Prompt recovery of difficulties and obstacles, creating a favorable environment for enterprise in production, business development, expanding their product markets. Priority, encouragement for attractions of investment in projects with high technological contents, efficient use of land and environment protection; Construction and issue of the province’s documents to concretize the Public Investment Law, Construction Law, amendments and the implementation guidelines. Continual promotion of restructuring public investments towards deletion of the unnecessary projects and effective use of investment capital for economic - society development in all sectors; Speeding up the infrastructure construction progress of the areas, industrial parks under the approved plans, the urban, commercial development projects, Build- Transfer project, the civil construction investment projects, especially the key projects to be completed in 2015.

Promoting judicial reforms, improving the efficiency of the dissemination, propaganda, legal education; Focusing on completely handling some long - lasting complaints and denunciations to cause no new complicated issues; Strengthening the client reception, settling complaints and denunciations at grassroots

15. Continuing to promote administrative reforms; consolidating and improving the effectiveness and efficient management and administration of the governments at all levels; Reviewing legal documents under the issued jurisdiction, promptly proposing revisions, addition, replacement, cancellation or deletion of the improper rules and regulations; Developing staff and employees with sufficient quality and capacity. Good performance of the inspection missions, improving the efficiency of using working time of officials and public servants in the state’s agencies; Raising awareness on saving, anti-waste practices, fighting and timely treating the cases with negative corruptions in the fields. Strictly implementing the declaration of assets for the subjects as prescribed; Stepping up the patriotic emulation movement to make achievements to welcome the in the meetings of the Party all levels.

The planned missions in 2015 are heavy and large meanwhile the nation and the province have been facing with so many difficulties and challenges; it requires the competent authorities in all levels and the departments to focus on drastically directing and administering implementations of the given missions in early year. In the spirit of activeness, creativity, the Party’s committees and the local people make the best efforts in successfully completing the objectives and tasks of the given plan, contributing to gaining the highest achievements in 5 – year – target plan in period of 2011 – 2015.
